Soule has been a revelation with Frosinone, where he is on-loan from Juventus, playing his way into Argentina coach Lionel Scaloni's plans.
La Gazzetta dello Sport says his form has brought him to the attention of Newcastle and Crystal Palace.
Both English clubs are in contact with Juve for the Argentine, with offers of €20-25m being prepared.
It will then come down to Juve sporting director Cristiano Giuntoli to decide whether they can afford to let Soule leave.
